I think whoever told you that has been reading too much fic. The only time he seems to give Eames crap is the "I'm impressed" line, which is often interpreted just as Eames did, as condescending. I thought it sounded at least partly genuine, though the hint of surprise in his voice might have been insulting. I don't think the "might" part was directed entirely at Eames, and he did have a point.
The feedback could be either or, though I think it goes hand in hand with asking the tough questions. Of course, if he wasn't good at this stuff he'd be a bad point man, so it is part of his personality too.
